A. FOOD PRODUCT ANNOUNCEMENT
Some food products prescribed by law, organizations and individuals producing and trading this type of products must carry out procedures for registration of product declarations with competent agencies.
Products must register a product declaration:
– Health food.
– Medical nutritious food.
– Foods are used for special diets.
– Nutritional products for children up to 36 months old.
– Mixed food additives with new uses.
– Food additives are not on the list of additives permitted for use in food or not in accordance with the subjects of use prescribed by the Ministry of Health.
Application for registration of product declaration:
A dossier of registration of product declarations of imported products includes:
– Product announcement;
– Certificate of Free Sale or Certificate of Exportation or Health Certificate issued by the competent authority of the origin /exporting country with the content of ensuring safety for users or sold freely in the market of the country of manufacturing/exporting country (consular legalization);
– The food safety test result card of the product within 12 months up to the date of submission of the dossier issued by the specified laboratory or the laboratory recognized in accordance with ISO 17025 includes safety criteria issued by the Ministry of Health on the principle of risk management in accordance with international regulations or safety indicators in accordance with international regulations or safety indicators in accordance with the standards , corresponding standards announced by organizations and individuals in case there is no regulation of the Ministry of Health (original or certified copy);
– Scientific evidence proving the effects of the product or of the component that makes up the published use (original or certified copy of the organization or individual). When using scientific evidence on the use of ingredients of products for product use, the daily dose of the product must be at least greater than or equal to 15% of the amount of use of such ingredients stated in the document;
– Certificate of food safety eligibility that meets the requirements of Good Manufacturing Practice (GMP) or equivalent certification in case the imported product is health food (certified by organizations and individuals).
A dossier of registration of product declaration for domestic products includes:
– Product announcement;
– The food safety test data sheet of the product issued within 12 months up to the date of submission of the dossier issued by the specified laboratory or the laboratory recognized in accordance with ISO 17025 includes safety criteria issued by the Ministry of Health on the principle of risk management in accordance with international regulations or safety indicators in accordance with international regulations or safety indicators in accordance with the standards , corresponding standards announced by organizations and individuals in case there is no regulation of the Ministry of Health (original or certified copy);
– Scientific evidence proving the effects of the product or of the component that makes up the published use (original or certified copy of the organization or individual). Note: Documents in the product publication registration dossier must be written in Vietnamese; in case of documents in a foreign language, they must be translated into Vietnamese and notified. The document must be valid at the time of submission of the product declaration registration dossier
PRODUCT SELF-DECLARATION
Food manufacturers and trading establishments have the right to self-announce their food products. But not every food product of the food manufacturer and seller production and business establishment is announced.
Self-declared products:
– Processed food which is packaged.
– Food additives.
– Food processing support.
– Tools for containing food.
– Packaging material directly contact with food.
Manufactured and imported products and raw materials used for production and processing of exports or internal production of organizations and individuals not consumed in the domestic market are exempt from carrying out procedures for self-declaration of products
Product self-declaration dossier:
– Self-declaration of products.
– Product label template.
– The food safety test result card data sheet issued within 12 months by the specified laboratory or the laboratory recognized in accordance with ISO 17025 includes safety indicators issued by the Ministry of Health on the principle of risk management in accordance with international regulations or safety indicators in accordance with the standards, corresponding standards announced by organizations and individuals in case there is no regulation of the Ministry of Health (original or certified copy)
Note: Documents in self-published dossiers must be written in Vietnamese; in case of documents in foreign languages, they must be translated into Vietnamese and notified.
