Those who born in the years 2000, 1985, 1965 should take note regarding the expiration of their Citizen Identification Cards

1. What is the validity period of the Citizen Identity Card?

Pursuant to Article 21 of the Law Identification 2023, the age eligible for replacement of ID cards is stipulated as follows:

– A Vietnamese citizen issued with an ID card shall carry out procedures for replacement of the card when he/she reaches from 14 years of age, 25 years of age, 40 years of age and 60 years of age.

– An ID card which is issued, replaced or re-issued within 2 years before a citizen reaches the age specified above shall remain valid until he/she reaches the subsequent age eligible for card replacement.

According to the aforementioned regulations, the validity period of the ID card depends on the age of the cardholder. There are four expiration milestones for the ID card: reaches from the ages of 14, 25, 40 and 60.

In the year 2025, individuals born in 2011, 2000, 1985 and 1965 will respectively reach the ages of 14, 25, 40 and 60. Accordingly, individuals born in 2011 who do not yet possess an ID card should apply for one immediately upon reaching the age of 14.

Individuals born in 2000, 1985 and 1965 are required to apply for new ID card before their current card expires, except for the following circumstances where reissuance is not required:

– Individuals born in 2000 who obtained a Citizen ID card or ID card between the ages of 23 and 25 shall have a Citizen ID card or ID card valid until their birthday in the year 2040.

– Individuals born in 1985 who obtained a Citizen ID card or ID card between the ages of 38 and 40 shall have a Citizen ID Card or ID card valid until their birthday in the year 2045.

– Individuals born in 1965 who obtained a Citizen ID card or ID card between the ages of 58 and 60 shall have a Citizen ID card valid for their lifetime.

2. Procedure for replacement of expired ID card

Advance appointment scheduling for ID card replacement:

Currently, citizens may schedule appointments in advance with the identification-managing from their place of residence via the National Public Service Portal: https://dichvucong.gov.vn/p/home/dvc-trang-chu.html

Note: In cases of replacing a Citizen ID Card by ID card or replacement of the ID card, the receiving officer shall revoke the ID card, citizen ID card or the 12-digit ID card which have been used.

In the event that a citizen fails to appear at the designated time and location, as scheduled with the identification-managing agency for the procedure of issuing, renewing, re-issuing of their ID Card, the appointment scheduling system will automatically cancel the citizen’s registered appointment at the end of the working day. Should the citizen continue to require the issuance, replacement, re-issuance of their ID Card, a new appointment must be scheduled.

3. Regarding the abolition of police authorities of districts, where can citizens carry out procedures for ID card issuance?

Previously, the issuance of ID Cards in localities was conducted at: the Police Department on Administrative Management of Social Order (Provincial Police) and the Police Team on Administrative Management of Social Order (District Police).

Typically, citizens required to issue an ID Card would directly go to the District Police Department. However, effective March 1, 2025, due to the abolition of district-level police organizations, the Ministry of Public Security has directed local police authorities to transfer the entire function of ID Card issuance to the COMMUNAL POLICE, on the principle that localities will select appropriate and convenient locations for citizens carry out procedures for ID card issuance, ensuring uninterrupted.

Consequently, effective March 1, 2025, citizens may go to the PROVINCIAL POLICE or the COMMUNAL POLICE (in certain localities) to carry out procedures for ID card issuance.

4. Fee for Replacement of Expired Citizen ID Card

Pursuant to Article 4 of Circular No. 73/2024/TT-BTC, the fee for the replacement of an expired Citizen ID Card by a new ID Card is VND 50.000 per card.

An expired ID Card is invalid for transactions and administrative procedures. Furthermore, failure to apply for a new ID card upon the expiration of a ID Card/Citizen ID Card may be construed as failure to comply with regulations of law on issuance, replacement, reissuance of the citizen ID card as stipulated in Point b, Clause 1, Article 10 of Decree No. 144/2021/ND-CP. Consequently, such conduct may be subject to a warning or a fine ranging from VND 300.000 to VND 500.000.
