Below is the consolidated list of Decrees taking effect from January 1, 2026:

• Decree No. 316/2025/NĐ-CP dated December 10, 2025, providing guidance on the Law on Atomic Energy regarding nuclear power plants and research nuclear reactors. This Decree replaces Decree No. 70/2010/NĐ-CP dated June 22, 2010.

• Decree No. 296/2025/NĐ-CP dated November 16, 2025, regulating the enforcement of decisions on administrative penalties. This Decree takes effect on January 1, 2026 and replaces Decree No. 166/2013/NĐ-CP dated November 12, 2013 of the Government on the enforcement of decisions on administrative penalties.

• Decree No. 295/2025/NĐ-CP dated November 15, 2025, providing guidance on the Law on Telecommunications regarding public telecommunications activities and the financial mechanisms for implementing public telecommunications activities.

• Decree No. 294/2025/NĐ-CP dated November 15, 2025, regulating the National Council on Juvenile Justice.

• Decree No. 293/2025/NĐ-CP dated November 10, 2025, stipulating the minimum wage applicable to employees working under labor contracts.

• Decree No. 292/2025/NĐ-CP dated November 6, 2025, providing guidance on Resolution No. 216/2025/QH15 on the extension of the agricultural land use tax exemption period.

• Decree No. 287/2025/NĐ-CP dated November 5, 2025, regulating the management, use, and exploitation of aviation infrastructure assets. This Decree replaces Decree No. 44/2018/NĐ-CP dated March 13, 2018 of the Government on the management, use, and exploitation of aviation infrastructure assets.

• Decree No. 281/2025/NĐ-CP dated October 29, 2025, regulating regimes, policies, and assurance measures for individuals and organizations assigned to search for and collect the remains of fallen soldiers. Accordingly, Decision No. 75/2013/QĐ-TTg dated December 6, 2013 of the Prime Minister on regimes, policies, and assurance measures for organizations and individuals assigned to search for and collect the remains of fallen soldiers, and Decision No. 35/2017/QĐ-TTg dated July 25, 2017 of the Prime Minister amending and supplementing a number of articles of Decision No. 75/2013/QĐ-TTg, shall cease to be effective as of the effective date of this Decree.
