Latest List of Conditional Business Investment Sectors Effective from July 1

Conditional business investment sectors are business sectors conducted within the territory of Vietnam in which investment and business activities must satisfy necessary conditions for reasons of national defense, national security, social order and safety, social morality, and public health (pursuant to Article 7 of the 2025 Law on Investment).

The list of conditional business investment sectors is provided in Appendix IV issued together with this Law and currently consists of 198 conditional business sectors.

Regarding amendments and supplements to conditional business investment sectors, Clause 6, Article 7 of the Law on Investment provides that:

a) Based on socio-economic conditions and state management requirements in each period, the Government shall review the List of Conditional Business Investment Sectors in Appendix IV and submit proposals to the National Assembly for amendments and supplements to this Article and Appendix IV of this Law;

b) Any amendment or supplementation of conditional business investment sectors or business investment conditions must comply with the provisions of this Article.

On May 15, 2026, the Government issued Resolution No. 66.17/2026/NQ-CP on the reduction and amendment of conditional business investment sectors. Accordingly, from July 1, 2026, the number of conditional business investment sectors will be reduced from 198 to 142. (This Resolution takes effect from July 1, 2026 until the end of February 28, 2027).

Principles for Reducing and Amending Conditional Business Investment Sectors

  1. To remove sectors and trades that are not genuinely necessary for reasons of national defense, national security, social order and safety, social morality, or public health in accordance with Clause 1, Article 7 of the Law on Investment.
  2. To remove sectors and trades where business investment conditions may instead be managed through technical standards, regulations, or professional standards under a post-inspection management mechanism.
  3. To remove or amend sectors and trades where business investment conditions are unclear or substantially similar in nature, have already been controlled through other management activities, or where business investment conditions have either never been issued since the sectors were introduced or are no longer regulated.
