On October 21, 2024, the Minister of Finance issued Circular No. 73/2024/TT-BTC prescribing the rates, exemptions, collection procedures, and payment of fees for the replacement and re-issuance of identity cards.
The rates, exemptions, collection procedures, and payment of fees for the replacement and re-issuance of identity cards as prescribed in Circular No. 73/2024/TT-BTC are as follows:
Fee Payer: A Vietnamese citizen who applies for the replacement or re-issuance of an identity card pursuant to the identity card laws, except for cases exempted from fees as prescribed in Clauses 2 and 3, Article 38 of the 2023 Identification Law.
The fees for the replacement and re-issuance of identity cards as of October 21, 2024, are specifically as follows:
– Replacement of an identity card in replacement of a citizen ID card as prescribed in Clause 3, Article 21 of Decree No. 70/2024/ND-CP detailing a number of provisions and measures for the implementation of the 2023 Identification Law: VND 30,000 per card;
– Replacement of an identity card in the cases prescribed in Clause 1, Article 24 of the 2023 Identification Law: VND 50,000 per card;
– Re-issuance of an identity card in the cases prescribed in Clause 2, Article 24 of the 2023 Identification Law: VND 70,000 per card.
Notes:
- Effective from the date of enforcement of Circular 73/2024/TT-BTC until December 31, 2024, the fee for replacement or reissue of an identity card shall be 50% of the above prescribed fee.
- From January 1, 2025 onwards, the prescribed fee shall apply, except that for citizens who submit online applications for replacement or reissue of an identity card, the fee shall be 50% of the prescribed fee (from January 1, 2025 to December 31, 2025).
- From January 1, 2026 onwards, the prescribed fee shall apply.
The following cases are exempt from the fee for replacement or reissue of an identity card:
– Children as defined in the Children Law; the elderly as defined in the Law on the Elderly; and persons with disabilities as defined in the Law on Persons with Disabilities.
– Persons with meritorious services to the revolution and their relatives, as prescribed in the Ordinance on Privileges for Persons with Meritorious Services to the Revolution.
– Ethnic minority people in communes with particularly difficult socio-economic conditions; citizens permanently residing in border communes; citizens permanently residing in island districts; and citizens belonging to households classified as poor under the law.
Regarding the Declaration and Payment of Fees for Issuing New Identity Cards:
– The fee payer shall pay the fee for the replacement or reissuance of an identity card to the fee collection agency in accordance with the procedures prescribed in Circular No. 74/2022/TT-BTC, which regulates the formal, time limits for collection, payment, and declaration of fees and charges under the authority of the Ministry of Finance.
– The fee collection agency shall remit 100% of the collected fees into the state budget (central budget) according to the chapters and sub-items of the current National Budget Catalog. The funding source for covering the costs of fee collection shall be allocated in the budget estimate of the fee collection agency in accordance with the state budget expenditure regime and norms as prescribed by law. The fee collection agency shall carry out the declaration, collection and payment of fees in accordance with the provisions of Circular No. 74/2022/TT-BTC.
